VILLAGE OF DIETERICH
The Village of Dieterich will hold a Public Information Meeting concerning the proposed improvement
of the Downtown Enhancement – ITEP Phase 5 – Section Street, Pine Street, Church Street, Park Street project. The public information meeting will be held at Village Hall, 109 N Main St Dieterich, IL 62424 on February 25, 2020 at 10:00 am. All persons interested in this project are invited to attend this meeting. Persons with disabilities planning to attend this meeting should contact the individual listed below by February 21, 2020. Persons with a disability desiring to participate in this activity should contact the person listed in this Notice by February 21, 2020 to make arrangements for participating. The contact may be by telephone, in writing, by fax, or by telecommunications device for the deaf (TTY). This is a federally-funded project, and the public Information Meeting is being held in compliance with National Environmental Policy Act (NEPA) requirements and the Illinois Department of Transportation’s public involvement policy.
The meeting will be conducted on an informal basis. Representatives of the Village of Dieterich and Milano and Grunloh Engineers will be available from 10:00 am until 11:00 am. Representatives will answer individual questions and record comments offered by those in attendance. Verbatim comments will not be recorded. Representatives will address topics such as the need for the project, the design alternatives under consideration, right-of-way acquisition, and the tentative construction schedule. Preliminary reports, environmental documents, and an engineering analysis with drawings, maps, and aerial photography, will be available for inspection and viewing during the entire time. The Village of Dieterich is also seeking public comments on the effects the proposed improvements will have on the village park located north of the Junior/Senior High School along Pine Street. The park, which is under the jurisdiction of the Village of Dieterich, is a significant, publicly owned park. As such, it is subject to protection under Section 4(f) of the U.S. Department of Transportation Act of 1966. The Village of Dieterich intends to seek a Section 4(f) “de minimis” impact finding from the Federal Highway Administration. This meeting provides an opportunity for the public to review and comment on the effects of the project on the activities, features, and attributes that qualify the park for protection under Section 4(f). Effects of the project on the park will include constructing a student drop off lane with additional sidewalk width that will encroach on the park property. Mitigation will include relocating the fence separating the basketball court from the proposed sidewalk. Detailed documentation describing the impacts and mitigation associated with the effects of the project on the park will also be available for review at this meeting and is currently available for review and inspection at the office of the engineer as noted above.
